Rezoning request University City Boulevard

RZN16-0004 Request to Rezone Approximately 11.893 Acres from the RM-48 Medium Density Multiunit Residential Zoning District to the Planned Residential (PR) Zoning District at 911-1011 University City Blvd. (Sturbridge Square) (Tax Parcel 225-A-36) by Sturbridge Square, LLC           

ROW16-0001 Request to Vacate Approximately 3,447 square feet of Town-Owned Right-of-Way (adjacent to Tax Parcel 225-A-36) at 101 University City Blvd. by Sturbridge Square, LLC 

The Blacksburg Planning and Building Department has received a request to rezone approximately 12 acres from the RM-48 Medium Density Multiunit Residential Zoning District to the Planned Residential PR Zoning District at 1001 University City Blvd., (Sturbridge Square Apartments). The redevelopment proposal includes the demolition of all but two existing apartment buildings, and the redevelopment of the site to include multifamily and townhome dwellings, structured parking, amenities, and other associated improvements. The development would include a total of 441 units/1,052 bedrooms. The Town of Blacksburg Comprehensive Plan’s Future Land Use designation for these parcels is High Density Residential (more than 20 bedrooms per acre). This proposal is consistent with the future land use designation to allow a maximum of 89 bedrooms per acre. 

Associated with this rezoning request is a companion request to vacate approximately 3,447 square feet of town-owned Right-of-Way along University City Boulevard, adjacent to the proposed redevelopment. The application states that this space will be configured similar to its current configuration of sidewalk, landscaping, and bus shelter.

The following meetings have been scheduled to consider this application: 

Neighborhood Meeting: Wednesday, Nov. 9, 7:30 p.m., Blacksburg Motor Company Conference Room at 400 S. Main St. - This is an informal meeting that will give the applicant the opportunity to present the plans and provide attendees with the opportunity to ask questions. You are encouraged to attend this public meeting. A staff member from the Planning and Building Department will forward the notes from the meeting to the Planning Commission and Town Council. 

Planning Commission Work Session: Tuesday, Nov. 15, 5 p.m., Blacksburg Motor Company Conference Room at 400 S. Main St. - The Planning Commission will review the requests and the staff report. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however this is not a public hearing and there will not be an opportunity for public comment during the meeting.

Planning Commission Public Hearing: Tuesday, Dec. 6, 7:30 p.m., Roger E. Hedgepeth Chambers in the Blacksburg Municipal Building at 300 S. Main St. - The Planning Commission will hold a public hearing on the request and make recommendation to the Town Council. There will be an opportunity for the public and the applicant to comment at the Planning Commission Public Hearing. 

Town Council - The Town Council public hearing will be scheduled following Planning Commission’s recommendation.  There will be an opportunity for the applicant and the public to comment to the Town Council.
