RZN18-0001 Cedar Run Overlook PRD

RZN18-0001/ORD 1859 - Request to rezone approximately 6.483 acres from the GC General Commercial and R-4 Low Density Residential Zoning Districts to the PR Planned Residential Zoning District at 200 Dowdy Dr. (Portion of Tax Parcel 317-14 4, Tax Parcel 317-14 5, Portion of Tax Parcel 318-15 3) by Steve Semones of Balzer & Associates, Inc. (applicant) on behalf of Jeanne Stosser of Main at Dowdy, LLC (property owner). 

The Blacksburg Planning and Building Department has received a request to rezone approximately 6.5 acres at the end of Dowdy Drive for multi-unit residential housing. The parcels are currently zoned GC General Commercial which allows up to 48 bedrooms per acre on upper stories of buildings, and R-4 Low Density Residential which allows up to 4 single family homes per acre. The applicant requests to rezone the property to PR Planned Residential for the development of studio and two-bedroom apartments with a total of 209 bedrooms, which equates to 32 bedrooms per acre. The development is designed for travel and residential convenience to the College of Osteopathic Medicine and the Corporate Research Center. The Future Land Use Designation for this site is High Impact Commercial and Park Land/Open Space/Resource Protection. Parking will be provided on all sides of the building. As part of this rezoning, the applicant is requesting a special exception to allow 58 parking spaces in front of the front building line. If the special exception is granted, the parking will be set back 275 feet from South Main Street and consistent with existing parking patterns on adjacent lots.
