Public meetings for RZN19-0001/ORD 1892 at 1000 block of North Main Street

RZN19-0001/ORD 1892-Request to rezone 5.550 acres in the R-5 Transitional Residential and GC General Commercial Zoning Districts to PR Planned Residential Zoning District on the 1000 block of North Main Street (Tax Map Nos 226-20 9-11; 226-A 284-290; 226-A 293; 226-3 1-4) for the development of a mixed use multi-family and commercial development by John Neel of Gay and Neel, Inc. (applicant) for Landmark Properties, Inc. (contract purchaser). 

The Blacksburg Planning and Building Department has received a request to rezone 5.550 acres from the R-5 Transitional Residential and GC General Commercial Zoning Districts to the PR Planned Residential Zoning District at 1009-1107 North Main Street, (and other addresses along Montgomery Street and Broce Drive) for the development of a mixed use multi-family and commercial development. The development proposal includes the construction of one 4-6 story multi-family building with integrated parking deck. The proposed building will have a proposed maximum height of 70’ containing a total of 218 units with a maximum of 825 bedrooms (147 bedrooms per acre). The development also includes 17,800 square feet of commercial space along Main Street. The applicant is proposing a minimum of 0.80 parking spaces per bedroom, plus dedicated spaces for commercial use. The site is designated on the Town Comprehensive Plan as Medium Density Residential and High Impact Commercial, and lies within Mixed Use Area C.  Medium Density Residential allows for up to and including 20 bedrooms per acre, while High Impact Commercial does not consider density as a factor when considering land use. The application represents an increase above the allowable density in the Medium Density Residential designated area.  

The following meetings have been scheduled to consider this application: 

Neighborhood Meeting, Wednesday, March 27, 2019, 5:30 p.m. in the Blacksburg Motor Company Building at 400 S. Main St. - This is an informal meeting that will give the applicant the opportunity to present the plans and provide attendees with the opportunity to ask questions.  A staff member from the Planning department will forward the notes from the meeting to the Planning Commission and Town Council. 

Planning Commission Work Session, Tuesday, April 16, 2019, 5 p.m. in the Blacksburg Motor Company Building at 400 S. Main St. - The Planning Commission will review the request and the staff report.  There will be an opportunity for the applicant to present the proposal.  The public is welcome to attend, however, this is not a public hearing, and there will not be an opportunity for public comment. 

Planning Commission Public Hearing, Tuesday, May 7, 2019, 7:30 p.m. in the Roger E. Hedgepeth Chambers of the Municipal Building at 300 S. Main St. - The Planning Commission will hold a public hearing on the request and make a recommendation to Town Council.  There will be an opportunity for the applicant and the public to comment. 

Town Council Work Session, TBD - The Town Council will review the request, the staff report, and Planning Commission's recommendation.  There will be an opportunity for the applicant to present the proposal.  The public is welcome to attend, however this is not a public hearing and there will not be an opportunity for public comment.

Town Council Public Hearing, TBD - The Town Council will hold a public hearing on the request and take final action.  There will be an opportunity for the applicant and the public to comment.
