The Consolidated Plan states how the Town of Blacksburg and New River Valley HOME Consortium will pursue its goals for community development and affordable housing programs through the use of Community Development Block (CDBG) Grant and HOME funds. The Consolidated Plan is a planning document which builds on a participatory process among citizens, organizations, businesses, and other stakeholders; defines a strategy to carry out the aforementioned programs; and serves as a tool to evaluate performance and track results.
The objectives of the HOME Program are to provide decent affordable housing to lower income households, expand the capacity of nonprofit housing providers, strengthen the ability of state and local governments to provide housing, and leverage private sector participation.
The objectives of the CDBG Program are to develop viable communities, principally for people of low and moderate income, by providing decent housing, a suitable living environment, and expanded economic opportunities.
The Consolidated Plan assesses current Town and HOME constituent conditions and recommends specific goals and objectives to accomplish over five years. The plan contains an evaluation of the housing market along with other appropriate housing related needs, non-housing community development needs, homeless needs, and identifies other barriers to low- and moderate income persons such as transportation and child care.
Current objectives for Blacksburg and the NRV HOME Consortium include acquiring land for affordable housing development, homeownership assistance for low to moderate incomes (LMI) families, and public service funding for various services benefiting LMI citizens.
