North End Gilbert Street Mixed-Use Redevelopment

The Virginia Tech Foundation has proposed a redevelopment project at the North End Center located along Prices Fork Road, Turner Street and Gilbert Street in Downtown Blacksburg. The Town of Blacksburg has received a number of development applications that together comprise the North End Gilbert Street Mixed - Use Redevelopment project.

Amendment to the Floodplain Overlay District 

Request to amend the Town of Blacksburg Zoning Ordinance Floodplain Overlay District to allow infrastructure projects within the University zoning district to be excluded from the Floodplain Overlay district if they have an approved Conditional Letter of Map Revision from the Federal Emergency Management Agency (FEMA).

The Flats At Uptown-Giles Road

Proposed Amendment to the Blacksburg Town Charter

In accordance with Virginia Code Section 15.2-202 the Town of Blacksburg is conducting a public hearing about a request to the General Assembly for a Town Charger amendment.  Specifically, the Town is proposing the following change to Charter Section 3.15 (c) which pertains to the adoption of ordinances by deleting the following sentence shown in italics:
An ordinance may only be passed at the same meeting at which the public hearing is held unless the agenda for such meeting indicates that the ordinance will not be acted on at the meeting.    

The following two sentences shown in italics will be added:
If the Council plans to conduct the public hearing but delay action on the ordinance, the date for the delayed vote shall be stated on the agenda.  After conducting and closing the public hearing, the Council may vote to delay action until its next regular meeting.

Private Development Projects (Public Hearings)

Applications for private development projects are submitted to the Planning and Building department for review. There are many projects such as rezonings, conditional use permits, special exceptions or right-of-way vacations where the development application will go through a public process. Typically this will include:

  • A neighborhood meeting – an informal discussion with neighbors that occurs early on in the process. 
  • A Planning Commission work session- an informal discussion of the application by the Planning Commission; Planning Commission work sessions are held the third Tuesday of the month at 5 p.m. in the Blacksburg Motor Company Building, 400 S. Main St.
  • Planning Commission public hearing - public input is taken. Planning Commission meetings are held on the first Tuesday of each month at 7:30 p.m. in the Roger E. Hedgepeth Chambers, second floor of the Blacksburg Municipal Building, 300 S. Main St.  

Once considered by the Planning Commission, applications are then reviewed and discussed at the Town Council work session. Town Council work sessions are held on the first and third Tuesday of each month at 11 a.m. in the Blacksburg Motor Company Building, 400 S. Main St.

The final vote on the application takes place at the Town Council public hearing. Town Council meetings are held on the second and fourth Tuesday of each month at 7:30 p.m. in the Roger E. Hedgepeth Chambers, second floor of the Blacksburg Municipal Building, 300 S. Main St.
