CUP18-0001-Conditional Use Permit request for a broadcasting or communications tower in the GC General Commercial Zoning District at 1604 Grayland Street (Tax Parcel No. 288-6 73-77) to replace an existing building-mounted co-located cell tower by Max Wiegard of Gentry Locke Attorneys on behalf of Shentel Mobile, LLC (applicant) and Willard Graves Family Trust represented by Brian Graves (owner). 

The Town of Blacksburg Planning Department has received a conditional use permit request to construct a broadcasting or communications tower in the GC General Commercial Zoning District. The property at 1604 Grayland Street is 0.57369 acres but only a portion of the property, 267.26 square feet is needed for the request. The property, Clinton’s Transfer and Storage, currently has an existing 48’ wireless telecommunications tower mounted to the building. The request is to remove the existing tower from the building and replace it with a 59’ steel freestanding monopole-style wireless tower.  The additional height and monopole style is needed to support the weight of updated equipment that will increase and enhance wireless services.  The applicant will also eliminate the chain link fencing on two sides surrounding the ground equipment area and replace it with new 8’ vinyl fencing painted to match the accompanying building. The property is zoned GC-General Commercial and the zoning will not change. 

The following meetings have been scheduled to consider this application:

Neighborhood Meeting Wednesday, March 28, 5:30 p.m. in the Blacksburg Motor Company Building at 400 S. Main St. This is an informal meeting that will give the applicant the opportunity to present the plans and provide attendees with the opportunity to ask questions. A staff member from the Planning department will forward the notes from the meeting to the Planning Commission and Town Council. 
Planning Commission Work Session Tuesday, April 17, 2018, 5 p.m. in the Blacksburg Motor Company Building at 400 S. Main St.  The Planning Commission will review the request and the staff report. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however, this is not a public hearing, and there will not be an opportunity for public comment.
Planning Commission Public Hearing Tuesday, May 1, 2018, 7:30 p.m. in the Roger E. Hedgepeth Chambers of the Balcksburg Municipal Building at 300 S. Main St.  The Planning Commission will hold a public hearing on the request and make a recommendation to Town Council. There will be an opportunity for the applicant and the public to comment.
Town Council Work Session  TBD The Town Council will review the request, the staff report, and Planning Commission's recommendation. There will be an opportunity for the applicant to present the proposal.  The public is welcome to attend, however this is not a public hearing and there will not be an opportunity for public comment
Town Council Public Hearing  TBD The Town Council will hold a public hearing on the request and take final action. There will be an opportunity for the applicant and the public to comment.
