CUP19-0001-Request for a Conditional Use Permit for a Financial Institution with Drive-Through and External Speakers at 2701 Prices Fork Road (Tax Map 283-A 14C) by Keith Boyd of Hurt & Proffitt, Inc. on behalf of Freedom First Credit Union (applicant) and Lester Development Corp. (owner).

The Blacksburg Planning and Building Department has received a request for a Conditional Use Permit on behalf of Freedom First Credit Union for the construction of a new financial institution with a drive-through and external speakers at 2701 Prices Fork Road.  The subject lot is 0.76 acres and located in the PR Planned Residential zoning district, which allows a financial institution with drive-through with a conditional use permit.  The applicant proposes the demolition of the existing gas station and car wash structures on the site and the construction of a new 2-story Freedom First Credit Union.  The drive-through is proposed to consist of three lanes and a by-pass lane.  The Future Land Use Designation in the Comprehensive Plan for this parcel is High Impact Commercial.

Neighborhood Meeting

Thursday, February 28, 2019, 5:30 pm in the Blacksburg Motor Company Building at 400 S. Main St.

This is an informal meeting that will give the applicant the opportunity to present the plans and provide attendees with the opportunity to ask questions.  A staff member from the Planning department will forward the notes from the meeting to the Planning Commission and Town Council.

Planning Commission Work Session

Tuesday, March 19, 2019 5:00 pm in the Blacksburg Motor Company Building at 400 S. Main St.

The Planning Commission will review the request and the staff report.  There will be an opportunity for the applicant to present the proposal.  The public is welcome to attend, however, this is not a public hearing, and there will not be an opportunity for public comment.

Additional Planning Commission Work Session
 Prior to the Planning Commission Public Hearing:  Tuesday, April 2, 2019, 6:30 pm in the Town Council Conference Room, 1st Floor Municipal Building at 300 S. Main St.
 Prior to the Public Hearing., the Planning Commission will hold a Work Session at 6:30pm.  The Planning Commission will review the request, staff report and any updates to the application.  The public is welcome to attend, however this is not a public hearing and there will not be an opportunity for the public comment.

Tuesday, April 2, 2019, 7:30 pm in the Roger E. Hedgepeth Council Chambers of the Municipal Building at 300 S. Main St.

The Planning Commission will hold a public hearing on the request and make a recommendation to Town Council.  There will be an opportunity for the applicant and the public to comment.

Tuesday, April 16, 11:00 am in the Blacksburg Motor Company Building at 400 S. Main St.

Tuesday, May 7, 11:00 am in the Blacksburg Motor Company Building at 400 S. Main St.


The Town Council will review the request, the staff report, and Planning Commission's recommendation.  There will be an opportunity for the applicant to present the proposal.  The public is welcome to attend, however this is not a public hearing and there will not be an opportunity for public comment

Tuesday, May 14, 7:30 pm in the Roger E. Hedgepeth Council Chambers of the Municipal Building at 300 S. Main St.

The Town Council will hold a public hearing on the request and take final action.  There will be an opportunity for the applicant and the public to comment.
