CUP19-0004 Conditional Use Permit Request for Townhouses on the ground floor in DC Downtown Commercial Zoning District on 0.609 acres at 201 South Main Street and 105 Lee Street (tax parcels 257-A-48 and 257-A-47) by Thomas Koontz of TKA Architects (applicant) for Lee & Main Street, LLC (property owner)
The Blacksburg Planning and Building Department has received a request for a Conditional Use Permit to develop Townhouses on the ground floor in the Downtown Commercial Zoning District in conjunction with the retention and rehabilitation of a contributing structure in the Blacksburg Historic District. The two parcels comprising this site are located at 201 South Main Street and 105 Lee Street, contain three structures, and total approximately 0.609 acres. The applicant proposes demolishing two structures at 103 and 105 Lee Street, retaining and rehabilitating the contributing historic structure at 201 South Main Street for use as a restaurant, and constructing seven (7) new townhouses along Lee and Church streets. The seven new townhouses will each contain 3 bedrooms, totaling 21 bedrooms. The density proposed for this development will be 34.5 bedrooms per acre. The Downtown Commercial Zoning District allows up to 48 bedrooms per acre. The Future Land Use Designation in the Comprehensive Plan is High Impact Commercial which does not contemplate residential density. This request does not represent an increase in density above the allowable density under the Zoning District regulations.

||This is an informal meeting that will give the applicant the opportunity to present the plans and provide attendees with the opportunity to ask questions. A staff member from the Planning Department will forward the notes from the meeting to the Planning Commission and Town Council.

||Tuesday, July 16, 2019, 5 pm in the Blacksburg Motor Company Building at 400 South Main St.
||The Planning Commission will review the request and the staff report. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however this is not a public hearing and there will not be an opportunity for public comment.

||The Planning Commission will hold a public hearing on the request and make a recommendation to the Town Council. There will be an opportunity for the applicant and the public to comment.
