The Virginia Tech Foundation has proposed a redevelopment project at the North End Center located along Prices Fork Road, Turner Street and Gilbert Street in Downtown Blacksburg. The Town of Blacksburg has received a number of development applications that together comprise the North End Gilbert Street Mixed- Use Redevelopment project.
These applications include:
- Rezoning application to amend existing rezoning of Downtown Commercial with conditions to DC with amended conditions
- Conditional use permit to allow an increase in building height up to 100’
- Rezoning application to amend the existing North End Special Signage District to allow for the needs of future tenants
- Right-of–way vacation/adjustment along Gilbert Street
The property on which the North End Gilbert Street Redevelopment project will be located consists of approximately 3.65 acres at 211 Prices Fork Road and 400 Turner Street. The new building will replace two existing buildings with one mixed-use building consisting of retail, restaurant and offices uses. The building proposed is five-stories with a rooftop terrace and a projected height of 97 feet. The North End Gilbert Street Redevelopment project will include a national retailer and additional smaller retailers, a signature restaurant with outdoor space on the main level and a rooftop restaurant with an outdoor terrace and event space. The four stories of office space are proposed to serve Virginia Tech uses. The “#460 building” at 460 Turner Street in the North End Center will remain as currently constructed.
The following meetings have been scheduled to consider this application:
|Neighborhood Meeting||Wednesday, September 4, 2019, 5:30 pm in the Blacksburg Motor Company building at 400 South Main St.||This is an informal meeting that will give the applicant the opportunity to present the plans and provide attendees with the opportunity to ask questions. A staff member from the Planning department will forward the notes from the meeting to the Planning Commission and Town Council.|
|Planning Commission Work Session||Tuesday, September 17, 2019, 5 pm in the Blacksburg Motor Company building at 400 South Main St.||The Planning Commission will review the request and the staff report. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however, this not a public hearing and there will not be an opportunity for public comment.|
|Planning Commission Public Hearing||Tuesday, October 1, 2019, 7:30 pm in the Roger E. Hedgepeth Chambers, second Floor Municipal Building at 300 South Main St.||The Planning Commission will hold a public hearing on the request and make a recommendation to Town Council. There will be an opportunity for the applicant and the public to comment.|
|Town Council Work Session||TBD||The Town Council will review the request, the staff report, and Planning Commission's recommendation. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however, this is not a public hearing and there will not be an opportunity for public comment.|
|Town Council Public Hearing||TBD||The Town Council will hold a public hearing on the request and take final action. There will be an opportunity for the applicant and the public to comment.|
