RZN19-0002/ORD 1895 - Request to rezone 36.50 acres on land formally known as the Blackburg High School at 520 Patrick Henry Drive (Tax Map Nos. 227-A 4, 227-A 4C & 227-A 4D) by Jeanne Stosser of SAS Builders (contract purchaser) and Clint Pendleton of Parker Design Group (engineer applicant) for David Hagan of HS Development LLC (owner).

The Blacksburg Planning and Building Department has received a request to rezone the land formerly known as the Blacksburg High School at 520 Patrick Henry Drive from R-4 Low Density Residential zoning district to PR Planned Residential zoning district for townhome and civic uses.  The site is comprised of three land parcels totaling 36.503 acres.  Parcel 2 of the rezoning area is divided by the Blacksburg and Montgomery County corporate limits. The Town parcels are currently zoned R-4 Low Density Residential and designated as Civic Use on the Future Land Use Plan.  The Montgomery County tax map shows the zoning of the parcel within their boundary as R2 Residential.  This portion of property is not subject to this rezoning request.  The high school building was condemned after the gymnasium collapsed in 2010 and the ownership of the property was transferred from Montgomery County to HS Development in 2017.

A portion of the total acreage, 11.22 acres, is proposed for a new residential Townhome development not to exceed more than 111 units (30 bedrooms/acre). The area is designated as Civic on the Town of Blacksburg Future Land Use map.  Civic designation does not contemplate any residential density.

Neighborhood Meeting
Thursday, June 6, 2019, 6:00 pm, Community Room, Blacksburg Community Center at 725 Patrick Henry Drive
This is an informal meeting that will give the applicant the opportunity to present the plans and provide attendees with the opportunity to ask questions.  A staff member from the Planning Department will forward the notes from the meeting to the Planning Commission and Town Council.

Tuesday, June 18, 2019, 5:00 pm in the Blacksburg Motor Company Building at 400 S. Main St.

Tuesday, September 17, 2019, 5:00 pm in the Blacksburg Motor Company Building at 400 S. Main St.

The Planning Commission will review the request and the staff report.  There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however, this is not a public hearing and there will not be an opportunity for public comment.
