1435 Toms Creek Rd.

The Blacksburg Planning and Building Department has received a request to rezone 3.0 acres from the RM-48 Medium Density Multi-Unit Residential zoning district to the PR Planned Residential zoning district at 1435 Toms Creek Rd. The development proposal includes the construction of a multi-level (four stories above a partial basement), multi-family building with 53 units with maximum of 204 bedrooms (68 bedrooms per acre). The applicant is proposing a reduced parking ratio of 0.88 spaces per bedroom. As part of the rezoning, the applicant is requesting a special exception to the Use and Design standards for multi-family residential to allow for parking spaces to be located in front of the front building line. The site is currently designated as High Density Residential on the Future Land Use Map of the town’s Comprehensive Plan. High Density Residential is defined as having more than 10 dwelling units per acre or more than 20 bedrooms per acre.

Neighborhood Meeting

Wednesday, June 27, 2018, 6 p.m in the Blacksburg Motor Company Building at 400 S. Main St.

This is an informal meeting that will give the applicant the opportunity to present the plans and provide attendees with the opportunity to ask questions. A staff member from the Planning department will forward the notes from the meeting to the Planning Commission and Town Council.

Planning Commission Work Session

Tuesday, October 16, 2018, 5 p.m. in the Blacksburg Motor Company Building at 400 S. Main St.

The Planning Commission will review the request and the staff report. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however, this is not a public hearing, and there will not be an opportunity for public comment.

Planning Commission Public Hearing

Date to be determined.

The Planning Commission will hold a public hearing on the request and make a recommendation to Town Council. There will be an opportunity for the applicant and the public to comment.

Town Council Work Session

Date to be determined. Town Council will hold a Work Session after Planning Commission takes action on the request.

The Town Council will review the request, the staff report, and Planning Commission's recommendation. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however this is not a public hearing and there will not be an opportunity for public comment

Town Council Public Hearing

Date to be determined. Town Council will scheduled a public hearing after Planning Commission takes action on the request.

After the Planning Commission takes action, a Town Council will be schedule and Council will hold a public hearing on the request and take final action. There will be an opportunity for the applicant and the public to comment.
