The Blacksburg Planning and Building Department has received a request to rezone approximately 3.729 acres at 120 and 116 Hearthstone Dr., which is the existing Hearthstone Apartments development and one additional property, respectively. The redevelopment entails the demolition of one apartment building and a single-family residential structure, and construction of one building containing structured parking and residential units and a new multi-story apartment building. The applicant seeks the request for the Planned Residential Zoning District in order to allow a higher Floor-to-Area Ratio than what is permitted under the existing RM-48 Zoning District. All other district standards, including density, will be within the RM-48 district standards. The total build-out will consist of 154 bedrooms (41 bedrooms per acre), which is less than the allowable 180 bedrooms (48 bedrooms per acre) under the existing RM-48 zoning. The Future Land Use Designation for this parcel is High Density Residential, which envisions residential development greater than 30 bedrooms per acre. The proposed request does not increase the allowable density under the Future Land Use Designation.
