200 Dowdy Drive

The Blacksburg Planning and Building Department has received a request to rezone approximately 6.5 acres at the end of Dowdy Drive for multi-unit residential housing. The parcels (entire Tax Parcel 317- 14 5; a portion of Tax Parcel 317- 14 4; and a portion of Tax Parcel 318- 15 3) are currently zoned General Commercial, which allows up to 48 bedrooms per acre on upper stories of buildings, and R-4 Low Density Residential which allows up to 4 single-family homes per acre. The applicant requests to rezone the entire property to PR Planned Residential for the development of studio and 2-bedroom apartments with a total of 209 bedrooms total, which equates to 32 bedrooms per acre. The development is designed for convenience to the Edward Via College of Osteopathic Medicine and the Virginia Tech Corporate Research Center. The Future Land Use Designation for this site is High Impact Commercial and Park Land/Open Space/Resource Protection. The designation of High Impact Commercial does not contemplate residential density. Parking will be provided on all sides of the building. As part of this rezoning, the applicant is requesting a special exception to allow 58 parking spaces in front of the front building line. If the special exception is granted, the parking would be located 275 feet away from South Main Street. A previous special exception request (SE17-0001) was granted by Town Council on July 11, 2017 when the site was intended for development as a hotel with multifamily above. That project has since been withdrawn.

Neighborhood Meeting

Wednesday, Feb. 7, 2018, 5:30 p.m. in the Blacksburg Motor Company Building Conference Room at 400 S. Main Street

This is an informal meeting that will give the applicant the opportunity to present the plans and provide attendees with the opportunity to ask questions. A staff member from the Planning department will forward the notes from the meeting to the Planning Commission and Town Council.

Planning Commission Work Session

Tuesday, Feb. 20, 2018, 5 p.m. in the Blacksburg Motor Company Building Conference Room at 400 S. Main Street

The Planning Commission will review the request and the staff report. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however, this is not a public hearing, and there will not be an opportunity for public comment.

Planning Commission Public Hearing

Tuesday, March 6, 2018, 7:30 p.m. in the Roger E. Hedgepeth Chambers of the Municipal Building at 300 S. Main Street

The Planning Commission will hold a public hearing on the request and make a recommendation to Town Council. There will be an opportunity for the applicant and the public to comment.

Town Council Work Session

The Town Council will review the request, the staff report, and Planning Commission's recommendation. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however this is not a public hearing and there will not be an opportunity for public comment
