Uptown Commercial Area North Main Street & Giles Road

The Planning and Building Department has received a request to rezone 0.942 acres of vacant land near the corner of Giles Road and North Main Street (Tax Map Parcel 197-3 1) from the General Commercial Zoning District-GC to the Planned Residential Zoning District-PR for multi-unit residential. There is currently an approved site plan for this parcel which is part of the Uptown commercial development.  On the approved plan, the area proposed for rezoning is designated as Lot IC, Building D.  The developer, J3 Properties, is proposing to change the approved use from mixed use to residential. The developer is proposing a 3-story building with ground floor parking and 2 levels of residential above. It will have a maximum of 14 units (14.89 per acre) and the maximum bedroom count will be 45 bedrooms (48 per acre). The development will be a mix of 3 bedroom/3 bath and 2 bedroom/3 bath units and will provide a residential element for the mixed-use development of Uptown. The subject parcel has been designated as High Impact Commercial in Mixed Use Area H on the Future Land Use Map. High Impact Commercial is defined in the Town Comprehensive Plan as a small or large commercial development with a need for high visibility and have a high impact on the surrounding environment. High Impact Commercial Future Land Use designation does not contemplate residential density or development. Mixed Use areas contain a mixture of both commercial and residential uses.

Neighborhood Meeting

Wednesday, Feb. 28, 2018, 5:30 p.m. in the Blacksburg Motor Company Building at 400 S. Main St.

This is an informal meeting that will give the applicant the opportunity to present the plans and provide attendees with the opportunity to ask questions. A staff member from the Planning department will forward the notes from the meeting to the Planning Commission and Town Council.

Planning Commission Work Session

Tuesday, March 20, 2018, 5 p.m. in the Blacksburg Motor Company Building at 400 S. Main St.

The Planning Commission will review the request and the staff report. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however, this is not a public hearing, and there will not be an opportunity for public comment.

Tuesday, April 3, 2018, 7:30 p.m. in Roger E. Hedgepeth Chambers of the Blacksburg Municipal Building at 300 S. Main St.

The Planning Commission will hold a public hearing on the request and make a recommendation to Town Council. There will be an opportunity for the applicant and the public to comment.

Town Council Work Session

Tuesday, April 17, 2018, 11:00 am in the Blacksburg Motor Company Building at 400 South Main St.

The Town Council will review the request, the staff report, and Planning Commission's recommendation. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however this is not a public hearing and there will not be an opportunity for public comment

Town Council Public Hearing

Tuesday, May 8, 2018, 7:30 pm in Roger E. Hedgepeth Chambers of the Blacksburg Municipal Building at 300 S. Main St.

The Town Council will hold a public hearing on the request and take final action. There will be an opportunity for the applicant and the public to comment.
