RZN19-0004/ORD 1904-Request to rezone a total of 6.15 acres from GC General Commercial and R-5 Transitional Residential to PR Planned Residential at 1310 North Main Street (Tax Map Nos. 196-A 21-23 & 197-A-37) for a mixed use commercial/multi-unit residential development by Pat Bixler on behalf of CDE Properties, LLC (applicant/owner)
The Blacksburg Planning and Building Department has received a request to rezone 4 parcels totaling 6.15 acres from GC General Commercial and R-5 Transitional to PR Planned Residential. The parcels are located along the 1300 block of North Main Street and the 1000 block of Giles Road. There was a previous attempt to rezone parts of these properties in 2016 but the rezoning request was never completed. The developer is proposing four buildings on the site, one of which will be commercial on the ground floor and residential on the upper floors. The other 3 buildings will be solely for residential use. The proposed maximum number of residential units will be no greater than 20 units/acre (123 units) and the maximum bedroom count will be no greater than 62 bedrooms/acre (381 bedrooms).
Included in this proposal is a lot line adjustment and an existing cross access easement granted by The Heights on Giles Road (Tax Map No. 196-22 4) to allow the construction of a drive aisle and sidewalk infrastructure to provide direct vehicular, pedestrian and bike access for residents, employees and customers to move between North Main Street and Giles Road.
The parcels designated as tax parcels 196-A 21-23 are currently zoned GC General Commercial and are currently designated as High Impact Commercial on the Town’s Comprehensive Plan Future Land Use Map and lies between two Mixed Use Areas (Area C & Area H). High Impact Commercial does not contemplate density.
The parcel designated as tax parcel 197-A 37 is currently zoned R-5 Transitional Residential and is currently designated as Medium Density Residential on the Town’s Comprehensive Plan Future Land Use Map. This Future Land Use is defined as “having up to ten dwelling units per acre or up to 20 bedrooms per acre.” The proposed residential density reflects an increase above the Future Land Use designation.

||This is an informal meeting that will give the applicant the opportunity to present the plans and provide attendees with the opportunity to ask questions. A staff member from the Planning Department will forward the notes from the meeting to the Planning Commission and Town Council.

||The Planning Commission will review the request and the staff report. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however, this is not a public hearing, and there will not be an opportunity for public comment.
