Zoning Ordinance Amendment #39/Ordinance No. 1884 – The proposed amendment to the Zoning Ordinance is to change the General Commercial zoning district to:

  1. clarify the allowed location of support facilities, such as parking, for upper story residential development in the district;

  2. add an allowance for residential on the ground floor with criteria through the Conditional Use Permit process; and

  3. modify the Use and Design Standards for the hotel/motel use.

The General Commercial Zoning District does not currently permit multi-family and townhouses to be located on the first floor. Multi-family uses are currently only allowed on upper floors and in the basement in the General Commercial district.

This amendment would include specific criteria where residential support facilities (leasing office, clubhouse, meeting rooms, study areas, fitness center and parking) may be located within a General Commercial building.

This amendment would also include an addition to the hotel/motel use and design standards. A hotel/motel cannot consist of a single ground floor use by the hotel/motel with all the other floors to be multi-family. At least 50% of the square footage of a hotel/motel mixed-use building would need to be a hotel/motel use.

The following meetings have been scheduled to consider this amendment:

Public Information Meeting: Wednesday, Nov. 7, 6:30 p.m., Blacksburg Motor Company Building, 400 S. Main St. This is an informal meeting that planning staff will be available to present information on the proposed zoning amendment and provide attendees with the opportunity to ask questions. A staff member from the planning department will forward the notes from the meeting to the Planning Commission and Town Council
Public Information Meeting: Thursday, Nov. 29, 6:30 p.m., Blacksburg Motor Company Building, 400 S. Planning Commission Work Session: Tuesday, Nov. 20, 2018, 5 p.m., Blacksburg Motor Company Building, 400 S. Main St. The Planning Commission will review the request and the staff report. The public is welcome to attend, however, this is not a public hearing, and there will not be an opportunity for public comment.
Planning Commission Public Hearing: Thursday, Jan. 3, 2018, 7:30 p.m. , Roger E. Hedgepeth Chambers, Blacksburg Municipal Building, 300 S. Main Street The Planning Commission will hold a public hearing on the zoning ordinance amendment and make a recommendation to Town Council. There will be an opportunity for the public to comment.
Town Council Work Session: January 15, 2019, 11 a.m., Blacksburg Motor Company Building, 400 S. Main St.

The Town Council will review the request, the staff report, and Planning Commission's recommendation. The public is welcome to attend, however this is not a public hearing and there will not be an opportunity for public comment. 

Town Council Public Hearing: February 12, 2019, 7:30 p.m., Roger E. Hedgepeth Chambers, Blacsksburg Municipal Building, 300 S. Main St.
 

The Town Council will hold a public hearing on the request and take final action. There will be an opportunity for the public to comment.
