Zoning Ordinance Amendment #41/Ordinance #1888-An ordinance to allow for the keeping of Urban Chickens in certain residential areas and as a pilot program in the Bennett-Hill/Progress Street Neighborhood. The amendment to the Town Code would include:
1. Modify the definition of the term "Agriculture" to include that the keeping of four (4) hens or less in accordance with provisions of the Town Code would not be considered to be agriculture.
2. Establish criteria for keeping of Urban Chickens on residential property containing only single-family detached dwellings in the R-4 Low Density Residential, RR-1 Rural Residential and RR-2 Rural Residential Zoning Districts; and as a one-year pilot program in the Bennett-Hill/Progress Street Neighborhood.
3. Direct the Planning Commission to propose other amendments related to the zoning ordinance needed for consistency with the keeping of chickens.
The criteria on keeping of chickens can be found in the ordinance draft -Ordinance 1888 DRAFT as of January 15, 2019 located below. Please note that changes and modifications to the proposed amendment will likely take place as the ordinance works its way through the public process.
The following meetings have been scheduled to consider this amendment:
|Public Information Meeting: Wednesday, Feb. 6, 5:30 p.m., Blacksburg Motor Company Building, 400 S. Main St.||This is an informal meeting that planning staff will be available to present information on the proposed zoning amendment and provide attendees with the opportunity to ask questions. A staff member from the planning department will forward the notes from the meeting to the Planning Commission and Town Council|
|Planning Commission Work Session: Tuesday, Feb. 19, 5 pm, Blacksburg Motor Company Building, 400 S. Main St.
||The Planning Commission will review the request and the staff report. The public is welcome to attend, however, this is not a public hearing and there will not be an opportunity for public comment.
|Planning Commission Public Hearing: Tuesday, March 5, 7:30 p.m. , Roger E. Hedgepeth Chambers, Blacksburg Municipal Building, 300 S. Main Street||The Planning Commission will hold a public hearing on the zoning ordinance amendment and make a recommendation to Town Council. There will be an opportunity for the public to comment.|

The Town Council will review the request, the staff report, and Planning Commission's recommendation. The public is welcome to attend, however this is not a public hearing and there will not be an opportunity for public comment.
