712 Church Street

The Blacksburg Planning and Building Department has received a request to rezone four parcels at the intersection of Church Street SE and Hemlock Drive SE for income-restricted townhomes to be constructed by Habitat for Humanity of the New River Valley. The parcels are currently zoned R-5 Transitional Residential which allows single-family homes and duplexes by-right up to 20 bedrooms per acre; and the applicant requests to rezone the property to PR Planned Residential for the development of 7 income-restricted two-story townhome units with a total of 21 bedrooms total, which equates to 30 bedrooms per acre.  Each tenant must meet income eligibility requirements to own or rent in the development. The applicant proposes that the two end units will be fully-ADA accessible, and the 5 interior units will have a number of accessible features as well. The Future Land Use Designation for this site is Medium-Density Residential which allows for up to 20 bedrooms per acre. The request for 30 bedrooms per acre does represent an increase in the envisioned density of the site. Parking will be provided in a common parking lot at the rear of the units with a request for two on-street handicap spaces. The applicant is also asking for a reduction in the amount of Open Space required, as permitted in the PR District Standards. The following meetings have been scheduled to review this request:

Neighborhood Meeting

Wednesday, Jan. 3, 2018, 6 p.m. in the Blacksburg Motor Company Building Production Room at 400 S. Main St.

This is an informal meeting that will give the applicant the opportunity to present the plans and provide attendees with the opportunity to ask questions. A staff member from the Planning department will forward the notes from the meeting to the Planning Commission and Town Council.

Planning Commission Work Session

Tuesday, Jan. 16, 2018, 5 p.m. in the Municipal Building, 300 South Main Street

The Planning Commission will review the request and the staff report. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however, this is not a public hearing, and there will not be an opportunity for public comment.

Planning Commission Public Hearing

Tuesday, Feb. 6, 2018, 7:30 p.m. in the Roger E. Hedgepeth Chambers of the Municipal Building at 300 S. Main St.

The Planning Commission will hold a public hearing on the request and make a recommendation to Town Council. There will be an opportunity for the applicant and the public to comment.

Town Council Work Session

The Town Council will review the request, the staff report, and Planning Commission's recommendation. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however this is not a public hearing and there will not be an opportunity for public comment

The Town Council will hold a public hearing on the request and take final action. There will be an opportunity for the applicant and the public to comment.
