In May 2019, Blacksburg Town Council approved the rezoning of the Old Blacksburg Middle School site at 501 S. Main St. from R-4, Low Density Residential to DC, Downtown Commercial for a mix of commercial, retail, office, restaurant, hotel and residential uses.
As part of the approval, two parcels were exchanged for construction of the parking garage and police station. The town also received the 1.7 acre plaza and event space and the three acre Central Park as part of the project.
Police Station and Public Parking Garage
The Public-Private Education Facilities and Infrastructure Act of 2002, Virginia Code §§ 56-575.l to -575.16 (the "PPEA"), grants a public entity the authority to create public-private partnerships for the development of a wide range of projects for public use ("qualifying projects'') if the public entity determines that there is a need for a project and that private involvement may provide the project to the public in a timely or cost-effective fashion.
The town entered into an agreement with WM Jordan for a Public Safety Complex (Police Station). The current police station at 200 Clay St. was built in 1982 and housed 25 police staff. The police department has grown to 86 staff (63 sworn officers) with no options to add on to the current building.
