CUP19-0007 & CUP19-008 Conditional Use Permit - The Blacksburg Planning and Building Department has received applications for two conditional use permit requests at 205 Kent Street.  The first conditional use permit application request would allow an office use with accessory use as a club for 205 Kent Street.  The Cranwell Foundation offices would occupy the second floor of the existing structure.  The building's ground floor would be expanded to accommodate the associated club use and will be used to host events.

The Town of Blacksburg has received a number of development applications that together comprise the North End Gilbert Street Mixed - Use Redevelopment project.

Proposed Amendment to the Blacksburg Town Charter

In accordance with Virginia Code Section 15.2-202 the Town of Blacksburg is conducting a public hearing about a request to the General Assembly for a Town Charger amendment.  Specifically, the Town is proposing the following change to Charter Section 3.15 (c) which pertains to the adoption of ordinances by deleting the following sentence shown in italics:
An ordinance may only be passed at the same meeting at which the public hearing is held unless the agenda for such meeting indicates that the ordinance will not be acted on at the meeting.    

The following two sentences shown in italics will be added:
If the Council plans to conduct the public hearing but delay action on the ordinance, the date for the delayed vote shall be stated on the agenda.  After conducting and closing the public hearing, the Council may vote to delay action until its next regular meeting.

Private Development Projects (Public Hearings)

Applications for private development projects are submitted to the Planning and Building department for review. There are many projects such as rezonings, conditional use permits, special exceptions or right-of-way vacations where the development application will go through a public process. Typically this will include:

  • A neighborhood meeting – an informal discussion with neighbors that occurs early on in the process. 
  • A Planning Commission work session- an informal discussion of the application by the Planning Commission; Planning Commission work sessions are held the third Tuesday of the month at 5 p.m. in the Blacksburg Motor Company Building, 400 S. Main St.
  • Planning Commission public hearing - public input is taken. Planning Commission meetings are held on the first Tuesday of each month at 7:30 p.m. in the Roger E. Hedgepeth Chambers, second floor of the Blacksburg Municipal Building, 300 S. Main St.  

Once considered by the Planning Commission, applications are then reviewed and discussed at the Town Council work session. Town Council work sessions are held on the first and third Tuesday of each month at 11 a.m. in the Blacksburg Motor Company Building, 400 S. Main St.

The final vote on the application takes place at the Town Council public hearing. Town Council meetings are held on the second and fourth Tuesday of each month at 7:30 p.m. in the Roger E. Hedgepeth Chambers, second floor of the Blacksburg Municipal Building, 300 S. Main St.
