Stonegate North Planned Residential District

RZN19-0009 Stonegate North Planned Residential District. The Blacksburg Planning and Building Department has received a request to rezone approximately 1.39 acres of vacant land at 400 Stonegate Drive from the RM-48 Medium Density Multi-Unit Residential zoning district to PR Planned Residential zoning district for multi-family dwelling and townhouse use.  The applicant proposes one 4-story apartment building with four 4-bedroom units per story for a total of 64 bedrooms.  The applicant also proposes four townhomes units with a mix of 3-4 bedrooms per unit.  The maximum number of bedrooms is 78 bedrooms (56.1 bedroom/acre), and the proposed parking ratio is 0.81 spaces per bedroom.

Zoning Ordinance Amendment #49 - Historic District Update

Amendment to the Historic or Design Review Overlay District - The Town of Blacksburg is considering a text amendment to the Zoning Ordinance (ZOA #49) that would affect the Historic District. Some of the items being proposed are:

  • update the list of contributing (historic) structures in the District,
  • review the membership requirements for the Historic or Design Review Board (HDRB),
  • incorporate Signage Guidelines into the Ordinance,
  • clarify how different types of applications are reviewed and clarify redevelopment plan submittal requirements; and
  • establish criteria for the provision of parking in the District

205 Kent Street

CUP19-0007 & CUP19-008 Conditional Use Permit - The Blacksburg Planning and Building Department has received applications for two conditional use permit requests at 205 Kent Street.  The first conditional use permit application request would allow an office use with accessory use as a club for 205 Kent Street.  The Cranwell Foundation offices would occupy the second floor of the existing structure.  The building's ground floor would be expanded to accommodate the associated club use and will be used to host events.

Private Development Projects (Public Hearings)

Applications for private development projects are submitted to the Planning and Building department for review. There are many projects such as rezonings, conditional use permits, special exceptions or right-of-way vacations where the development application will go through a public process. Typically this will include:

  • A neighborhood meeting – an informal discussion with neighbors that occurs early on in the process. 
  • A Planning Commission work session- an informal discussion of the application by the Planning Commission; Planning Commission work sessions are held the third Tuesday of the month at 5 p.m. in the Blacksburg Motor Company Building, 400 S. Main St.
  • Planning Commission public hearing - public input is taken. Planning Commission meetings are held on the first Tuesday of each month at 7:30 p.m. in the Roger E. Hedgepeth Chambers, second floor of the Blacksburg Municipal Building, 300 S. Main St.  

Once considered by the Planning Commission, applications are then reviewed and discussed at the Town Council work session. Town Council work sessions are held on the first and third Tuesday of each month at 11 a.m. in the Blacksburg Motor Company Building, 400 S. Main St.

The final vote on the application takes place at the Town Council public hearing. Town Council meetings are held on the second and fourth Tuesday of each month at 7:30 p.m. in the Roger E. Hedgepeth Chambers, second floor of the Blacksburg Municipal Building, 300 S. Main St.
