Whipple Drive Multi-Family/Townhome Units

Midtown/Old Blacksburg Middle School

The Blacksburg Planning and Building Department has received several requests related to the Midtown Development. One request (RZN20-0002) is to amend the previous rezoning RZN17-0006/ORD 1866 approved by Town Council in May 2019.  The previous rezoning rezoned 22.96 acres at 501 South Main Street to Downtown Commercial (DC) and Planned Residential (PR) with conditions. The second request is for a special signage district for the entire Midtown Development (RZN20-0003). Also requested is a conditional use permit (CUP20-0003) for height above the maximum of 60 feet in Downtown Commercial on 1.77 acres (DC Parcel #5).

RZN20-0001 The Lyric Special Signage District

RZN20-0001/ORD 1932-Request for a Special Signage District in the DC Downtown Commercial Zoning District at the Lyric Theatre on 0.215 acres at 135 College Avenue (Tax Parcel No. 256-A90) by Greg Boatwright (applicant) for Lester Properties (property owner).

CUP20-0002-Request For Increased Height In Downtown Commercial In The Midtown Development

CUP20-0002-Conditional Use Permit Request for Additional Height in the Downtown Commercial zoning district for the Blacksburg Police Department Headquarters and Parking Garage in the 200 block of Clay Street SE on 1.571 acres in the Midtown Development including portions of Tax Parcel 257-A218 and Tax Parcel 257-A-94A by the Town of Blacksburg and Midtown Redevelopment, LLC

Zoning Ordinance Amendment #49 - Historic District Update

Amendment to the Historic or Design Review Overlay District - The Town of Blacksburg is considering a text amendment to the Zoning Ordinance (ZOA #49) that would affect the Historic District. Some of the items being proposed are:

  • update the list of contributing (historic) structures in the District,
  • review the membership requirements for the Historic or Design Review Board (HDRB),
  • incorporate Signage Guidelines into the Ordinance,
  • clarify how different types of applications are reviewed and clarify redevelopment plan submittal requirements; and
  • establish criteria for the provision of parking in the District

Ordinance #1904 - 1310 North Main Street

RZN19-0004/ORD 1904 - Request to rezone a total of 6.15 acres from GC General Commercial and R-5 Transitional Residential to PR Planned Residential at 1310 North Main Street (Tax Map Nos. 196-A 21-23 & 197-A-37) for a mixed use commercial/multi-unit residential development by Pat Bixler on behalf of CDE Properties, LLC (applicant/owner)

The Standard at Blacksburg 

1000 block of North Main Street

RZN19-0001/ORD 1892 - Request to rezone 5.550 acres in the R-5 Transitional Residential and GC General Commercial Zoning Districts to PR Planned Residential Zoning District on the 1000 block of North Main Street (Tax Map Nos 226-20 9-11; 226-A 284-290; 226-A 293; 226-3 1-4) for the development of a mixed use multi-family and commercial development by John Neel of Gay and Neel, Inc. (applicant) for Landmark Properties, Inc. (contract purchaser).

Private Development Projects (Public Hearings)

Applications for private development projects are submitted to the Planning and Building department for review. There are many projects such as rezonings, conditional use permits, special exceptions or right-of-way vacations where the development application will go through a public process. Typically this will include:

  • A neighborhood meeting – an informal discussion with neighbors that occurs early on in the process. 
  • A Planning Commission work session- an informal discussion of the application by the Planning Commission; Planning Commission work sessions are held the third Tuesday of the month at 5 p.m. in the Blacksburg Motor Company Building, 400 S. Main St.
  • Planning Commission public hearing - public input is taken. Planning Commission meetings are held on the first Tuesday of each month at 7:30 p.m. in the Roger E. Hedgepeth Chambers, second floor of the Blacksburg Municipal Building, 300 S. Main St.  

Once considered by the Planning Commission, applications are then reviewed and discussed at the Town Council work session. Town Council work sessions are held on the first and third Tuesday of each month at 11 a.m. in the Blacksburg Motor Company Building, 400 S. Main St.

The final vote on the application takes place at the Town Council public hearing. Town Council meetings are held on the second and fourth Tuesday of each month at 7:30 p.m. in the Roger E. Hedgepeth Chambers, second floor of the Blacksburg Municipal Building, 300 S. Main St. Beginning May 26, Town Council meetings will start at 6:30 pm.
