RZN19-0004/ORD 1904-Request to rezone a total of 6.59 acres from GC General Commercial and R-5 Transitional Residential zoning districts to PR Planned Residential zoning district at 1310 North Main Street and 1013 Giles Road (Tax Map Nos. 196-A 21-23, 196-A 22A, 196-A 29 (portion)& 196-A-37)) for a mixed use commercial/multi-unit residential development by Pat Bixler on behalf of CDE Properties, LLC (applicant/owner) and Ricky and Debra Argabright, Ronald and Victoria Green, HRC Inc, and BCCS, LLC (owners).
The Blacksburg Planning and Building Department has received a request to rezone 5 parcels plus a portion of an additional parcel totaling 6.59 acres from GC General Commercial and R-5 Transitional Residential to PR Planned Residential. The parcels are located along the 1300 block of North Main Street and the 1000 block of Giles Road. There was a previous attempt to rezone parts of these properties in 2016 but the rezoning request was never completed. The developer is proposing seven buildings on the site, one of which will be mixed use commercial/multi-family with commercial on the ground floor and residential on the upper floors. The other buildings proposed are two multi-family residential buildings and 4 buildings with townhomes. The proposed maximum number of residential units will be no greater than 20 units/acre (130 units) and the maximum bedroom count will be no greater than 59 bedrooms/acre (389 bedrooms).
Included in this proposal is a boundary line adjustment between the applicant and the owner of Tax Parcel No. 196-A 29 Ricky and Debra Argabright. This will allow the construction of a drive aisle and sidewalk infrastructure to provide direct vehicular, pedestrian and bike access for residents, employees and customers to move freely between North Main Street and Giles Road.
The parcels designated as Tax Parcels 196-A 21-23 and Tax Parcel 196-A 29 are currently zoned GC General Commercial and are currently designated as High Impact Commercial on the Town’s Comprehensive Plan Future Land Use Map and lies between two Mixed Use Areas (Area C & Area H). High Impact Commercial does not contemplate density.
The parcel designated as Tax Parcel 197-A 37 is currently zoned R-5 Transitional Residential and is currently designated as Medium Density Residential on the Town’s Comprehensive Plan Future Land Use Map. This Future Land Use is defined as “having up to ten dwelling units per acre or up to 20 bedrooms per acre.” The proposed residential density reflects an increase above the Future Land Use designation.
