RZN19-0005/ORD 1906-Rezoning request to rezone 2.869 acres of property at 900 and 1002 Glade Road (Tax Map Nos. 225-A-5; 225-A-6; 225-A-7) from RR-1 Rural Residential 1 zoning district to PR Planned Residential zoning district for Multi-Family Housing and Townhomes by Craig Stipes of Broad Street Partners, LLC (applicant/contract purchaser) on behalf of the Ruth Epperly Life Estate and Kevin Gilbarte (owners).

The Blacksburg Planning and Building Department has received a request to rezone two parcels totaling 2.869 acres at 900 and 1002 Glade Road (Tax Map Nos. 225-A-5; 225-A-6; 225-A-7) from RR-1 Rural Residential 1 to PR Planned Residential. The property consists of an existing single family home at 1002 Glade Road which will be demolished, and the Glade Road Apartments at 900 Glade Road which will remain.  The applicant is proposing 10 single-unit multi-family cottages; two multi-family apartment buildings; and one townhouse building containing 4 units.  The development as a whole is proposed to have a maximum of 112 bedrooms (39 bedrooms/acre) composed of 1-2-3-and 4 bedrooms units. The Future Land Use Designation in the Comprehensive Plan is Low Density Residential, which allows up to 4 dwelling units per acre.  This represents an increase above the Future Land Use designation density.

Neighborhood Meeting
Wednesday, August 28, 2019, 6:00 pm in the Blacksburg Motor Company building at 400 South Main St.
This is an informal meeting that will give the applicant the opportunity to present the plans and provide attendees with the opportunity to ask questions.  A staff member from the Planning  department will forward the notes from the meeting to the Planning Commission and Town Council.
Planning Commission Work Session

Tuesday, September 17, 2019, 5:00 pm in the Blacksburg Motor Company building at 400 South Main St.

Tuesday, October 15. 2019, 5:00 pm in the Blacksburg Motor Company building at 400 South Main St.

The Planning Commission will review the request and the staff report.  There will be an opportunity for the applicant to present the proposal.  The public is welcome to attend, however, this not a public hearing and there will not be an opportunity for public comment.

UPDATE: Tuesday, November 5, 2019, 7:30 pm in the Roger E. Hedgepeth Chambers, second Floor Municipal Building at 300 South Main St.
The Planning Commission will hold a public hearing on the request and make a recommendation to Town Council.  There will be an opportunity for the applicant and the public to comment.
Town Council Work Session
Tuesday, November 19, 2019, 11:00 am in the Blacksburg Motor Company Building at 400 South Main St.
The Town Council will review the request, the staff report, and  Planning Commission's recommendation.  There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however, this is not a public hearing and there will not be an opportunity for public comment.

 Tuesday, December 10, 2019, 7:30 pm in the Roger E. Hedgepeth Chambers, second floor Municipal Building at 300 South Main St.

UPDATE:  The December 10, 2019 Town Council Public Hearing has been cancelled and will be rescheduled.

 The Town Council will hold a public hearing on the request and take final action.  There will be an opportunity for the applicant and the public to comment.
