RZN19-0006/ORD 1907-Request to rezone 0.9418 acres at 1401 Giles Road (Tax Map No. 197-3 1) from PR Planned Residential to PR Planned Residential (amended) in a proposal to increase the number of apartments from 14 units totaling 32 bedrooms to 28 units totaling 64 bedrooms and to increase the building height from 2 stories above parking to 4 stories above parking by Steve Semones of Balzer and Associates, LLC (applicant) for Justin Boyle of J3 Properties, LLC (owner).

The Planning and Building Department has received a request to rezone 0.9418 acres of vacant land near the corner of Giles Road and North Main Street (Tax Map Parcel 197-3 1) from the Planned Residential Zoning District-PR to the Planned Residential Zoning District-PR at a greater height and density for multi-unit residential.  There is currently an approved site plan for this parcel which is part of the Uptown commercial development.   On the approved plan, the area proposed for rezoning is designated as Lot IC, Building D.  The developer, J3 Properties, is proposing to change the approved use from 14 apartments totaling 32 bedrooms to 28 apartments totaling 64 bedrooms. The developer is proposing a 5-story building (ground floor parking and 4 levels of residential above). The development will be a mix of 3 bedroom/2 bath and 2 bedroom/2 bath units and will provide a residential element for the mixed-use development of Uptown.  The subject parcel has been designated as High Impact Commercial in Mixed Use Area H on the Future Land Use Map.  High Impact Commercial is defined in the Town Comprehensive Plan as a small or large commercial development with a need for high visibility and have a high impact on the surrounding environment.  High Impact Commercial Future Land Use designation does not contemplate residential density or development.  Mixed Use areas contain a mixture of both commercial and residential uses.

Thursday, August 29, 2019, 5:30 pm in the Blacksburg Motor Company Building at 400 South Main St.
 This is an informal meeting that will give the applicant the opportunity to present the plans and provide attendees with the opportunity to ask questions. A staff member from the Planning Department will forward the notes from the meeting to the Planning Commission and Town Council.
 Planning Commission Work Session
Tuesday, September 17, 2019, 5:00 pm in the Blacksburg Motor Company Building at 400 South Main St.
 The Planning Commission will review the request and the staff report.  There will be an opportunity for the applicant to present the proposal.  The public is welcome to attend, however, this is not a public hearing and there will not be an opportunity for public comment.

Tuesday, October 1, 2019, 7:30 pm in the Roger E. Hedgepeth Chambers, second Floor Municipal Building at 300 South Main St.
 The Planning Commission will hold a public hearing on the request and make a recommendation to Town Council.  There will be an opportunity for the applicant and the public to comment.

 The Town Council will review the request, the staff report, and the Planning Commission's recommendation.  There will be an opportunity for the applicant to present the proposal. UPDATE:  The December 10 Town Council Public Hearing has been cancelled and is rescheduled for February 11, 2020.

 The Town Council will hold a public hearing on the request and take final action.  There will be an opportunity for the applicant and the public to comment.
