Description:

Rezone (RZN-25-5/ORD #2090) from Medium Density Multiunit Residential (RM-48) to Planned Residential (PR) for the redevelopment of an existing student housing apartment complex, into one (1) five-story apartment building, constructed above a two-story parking deck.  

The existing student housing, located on two parcels, includes 305 Webb Street, currently developed as Tech Terrace, an apartment complex with four (4) 3-story walk-up buildings totaling 192 bedrooms; and 309 Webb Street, a story-and-a-half single-family home currently used as rental property.

The applicant is proposing a total of 78.9 units per acre (188 units) and 277.9 bedrooms per acre (662 beds) with a mix of 1-to-5 bedroom units.  The proposed development includes a clubhouse, leasing office, amenity areas, and open space.  

The applicant has requested an exception to Section 4216(a)(3) of the Use and Design Standards, which state that, "The street elevation of the residential buildings shall have at least one (1) street-oriented entrance and contain the principal windows of the front unit."  Although the front of the parcels would be considered on Orchard Street, the apartment units, leasing office, and fitness area are oriented toward Webb Street, as it is the dominant frontage road.  

The applicant is also requesting an exception to Zoning Ordinance Section 5120(d)(1) and Subdivision Ordinance Section 5-401(b) to eliminate the requirement for a 4-foot grass strip between the curb and the sidewalk.  

The Future Land Use designation in the Town's Comprehensive Plan is High Density Residential (305 Webb Street) and Commercial (309 Webb Street).  The proposed development would increase the density beyond the future land use designations.
