Amendment to the Historic or Design Review Overlay District

The Town of Blacksburg is considering a text amendment to the Zoning Ordinance (ZOA #49) that would affect the Historic District. Some of the items being proposed are:

  • update the list of contributing (historic) structures in the District,
  • review the membership requirements for the Historic or Design Review Board (HDRB),
  • incorporate Signage Guidelines into the Ordinance,
  • clarify how different types of applications are reviewed and clarify redevelopment plan submittal requirements; and
  • establish criteria for the provision of parking in the District. 

Below are the public meetings scheduled for this amendment:

Public Input Meeting Thursday, October 3, 2019, 6:00pm, Blacksburg Motor Company Conference Room, 400 S. Main Street. This is an informal meeting where planning staff will be available to present information on the proposed zoning amendment and provide attendees with the opportunity to ask questions. A staff member from the planning department will forward the notes from the meeting to the Planning Commission and Town Council
Public Input Meeting
Thursday, January 9, 2020, 6:00pm, Blacksburg Motor Company Conference Room, 400 S. Main Street.
This is an informal meeting where planning staff will be available to present information on the proposed zoning amendment and provide attendees with the opportunity to ask questions. Planning Commission Work Session
Tuesday, January 21, 2020, 5:00 pm, Blacksburg Motor Company Conference Room, 400 South Main Street.
The Planning Commission will review the request and the staff report. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however, this is not a public hearing, and there will not be an opportunity for public comment.
Planning Commission Public Hearing
Tuesday, February 4, 2020, 7:30 pm, Roger E. Hedgepeth Chambers, 2nd Floor Municipal Building, 300 S. Main Street.
The Planning Commission will hold a public hearing on the request and make a recommendation to Town Council. There will be an opportunity for the applicant and the public to comment.
Town Council Work Session
Tuesday, February 18, 2020, 11 am, Blacksburg Motor Company Builiding, 400 S. Main Street.
The Town Council will review the request, the staff report, and the Planning Commission's recommendation. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however, this is not a public hearing and there will not be an opportunity for the public comment.

Tuesday, April 14, 2020, 7:30 pm

Postponed until further notice.

The Town Council will hold a public hearing on the request and take final action. There will be an opportunity for the applicant and the public to comment.
